GST on RWA Maintenance
Goods and Services Tax (GST) applies to housing society (RWA) maintenance charges when both the per-member monthly charge exceeds ₹7,500 AND the society's total annual revenue exceeds ₹20 lakhs.
What is GST on RWA Maintenance?
A Resident Welfare Association (RWA) or co-operative housing society providing services to its members is liable for GST if: (a) the monthly maintenance charge per member exceeds ₹7,500, AND (b) annual aggregate turnover exceeds ₹20 lakhs (₹10 lakhs for special category states).
If both conditions are met, GST at 18% applies on the entire maintenance amount — not just the amount above ₹7,500. If either condition is not met, GST does not apply.
Why it matters
Many Mumbai and Pune societies with high maintenance charges are in the GST net. Non-registration and non-collection of GST exposes the committee to interest and penalties under the GST Act.
Registered RWAs can claim Input Tax Credit (ITC) on GST paid for capital goods and services used for members — reducing net GST outflow if managed correctly.
Legal & regulatory context
Notification No. 12/2017-CT(R) and subsequent CBIC circulars govern GST for RWAs. The exemption threshold of ₹7,500 per member per month was set in 2018. CBIC clarified in 2019 that societies must register if either threshold is crossed.
GST registration must be obtained, monthly/quarterly returns filed (GSTR-1 and GSTR-3B), and annual return (GSTR-9) filed by December 31.

GST applies only to flats where the maintenance charge exceeds ₹7,500. Flats below the threshold are exempt. The society must issue separate GST and non-GST bills accordingly.
