Form J (Audit Report)
Form J is the statutory audit report format prescribed under the Maharashtra Co-operative Societies Act for housing societies. It is prepared by the empanelled auditor after examining the society's annual accounts.
What is Form J (Audit Report)?
Form J is the mandatory audit report that every Maharashtra co-operative housing society must get prepared annually. The auditor examines the Income & Expenditure Account, Receipts & Payments Account, Balance Sheet, and all subsidiary ledgers, then issues Form J with findings and a pass/fail determination.
The form includes specific schedules for Sinking Fund, Repair Fund, member dues, investments, and loan details. Each schedule must match the books exactly.
Why it matters
A society without a submitted Form J is considered 'audit defaulter' by the Registrar. This can block flat sale NOCs, membership transfers, and even the society's election process.
Form J findings (A, B, C, or D grade) affect the society's standing. Grade D means serious irregularities and triggers Registrar intervention.
Legal & regulatory context
Section 81 of the MCS Act 1960 mandates annual audit. Rule 69 of the Maharashtra Co-operative Societies Rules prescribes Form J as the audit report format. Filing must be done within 6 months of year-end (September 30 for societies with March 31 year-end).
Only auditors empanelled by the Registrar of Co-operative Societies, Maharashtra, can conduct the audit and sign Form J.

What is the deadline for filing Form J?

What happens if a society fails Form J audit?
The Registrar issues a notice. The society must respond with a plan to remedy the findings. Grade D societies may have their committee superseded and an administrator appointed.
Can a CA prepare Form J?
Only CAs empanelled with the Maharashtra Registrar of Co-operative Societies can sign Form J for housing society audits. General practice CAs who are not empanelled cannot sign.
